| 粮食以其独有的政治经济特性，成为关乎经济发展、社会稳定和国家安全的重要战略物资。中国 正处于全面深化改革的重要时期，2014年中央经济工作会议将切实保障国家粮食安全作为2014年经济工 作的首要任务。目前，国际粮食供给紧张，粮食危机风险加大;国内粮食需求刚性增长，资源制约日益突 出。构建新形势下的国家粮食安全战略，需要更加依靠农业科技，注重永续发展，转变发展方式。以科技 之力突破资源束缚，实现粮食增产，农民增收，从容应对外部冲击，确保粮食安全。 |

| Abstract: |
| Food， which has unique political and economic characteristics， has become an important strategic mate- rials which relate to economic development， social stability and national security. China is in an important period of comprehensive deepening reform. The 2014 Central Economic Work Conference will ensure national food security as the primary task of economic work in 2014. At present， the international food supply shortage， food crisis in- creasing， domestic rigid food demand growth rapidly， and resources constraints have become increasingly promi- nent. In order to establish new strategy of national food security under new situation， we need to rely more on agri- cultural science and technology， focus on sustainable development， and change development mode. With the help of science and technology， we could breakthrough resources constraints， realize increasing grain production and farmers' income， calmly deal with external shocks and ensure food security. |
