| 2012年，中国农业科学院提出加快建设“职责明确、评价科学、开放有序、管理规范”的现代 科研院所制度，从人才队伍建设、科技资源配置、管理制度完善和创新文化发展几个方面落实保障措施， 加快推进研究所发展。该文结合中国农业科学院现代农业科研院所建设的实际，提出优化资源配置是现代 农业科研院所财务管理的重要内容，研究分析当前财务管理中制约资源配置的主要原因，探讨了从财务自 身建设和营造公共财政管理环境两个方面着手，发挥财务管理优化资源配置的作用。 |

| Chinese academy of agricultural sciences put forward to speed up the construction of the modern system of scientific research institutes in 2012， including clear responsibilities， scientific assessment， open and orderly， regulating management， and to carry out the guarantee measures from the talent team construction， the allocation of resources of science and technology， management system and innovative culture development etc. Combined with the situation in modern agricultural scientific research institutes of the Chinese academy of agricultural sciences， this paper put forward to optimize the allocation of resources in modern financial management， analyzed the main causes restricting the allocation of resources， and discussed two aspects from financial construction and public fi- nance management to optimize the allocation of resources. |
