| 文章探讨了新形势下农业科研院所制度建设的内涵和重要性，提出了制度建设的基本原则，应遵循规范性和科学性，兼顾导向性和可操作性，坚持继承原则和改革创新相结合。为保障现代农业科研院所制度建设，增强制度的执行力，应从领导班子抓起，加强督查督办，结合考核评估，强化制度培训，夯实思想基础，确保制度有效执行。 |

| This paper discussed the importance and content of agriculture science institutes' system construction under the new conditions, and put forward the basic principles of the system construction which should follow the standardization and scientificity, orientation and operability, and insist on the combination of principles and innovations. To guarantee the system construction of modern agriculture scientific institution and enhance executive force of system, it should enhance the supervision and leadership examination, improve the system training and assessment, and strengthen the ideological foundation to ensure the effective execution. |
