信息化环境下科研管理协同创新对策探究*——以科研机构为例

摘要:
在国家制定协同创新发展战略背景下,各领域、各阶层、各地区建设主体都在积极探索适应新发展格局的管理模式。科研机构作为国家科技发展的主力军,如何创新科研管理模式,尽快构建适应国家发展战略的新路径是摆在其面前的时代命题。文章通过分析现代化信息技术对科研机构创新发展的积极影响,力争寻找突破口,通过科研管理信息化手段的介入促进科研机构协同创新发展。科研机构在人才、知识、技术、仪器设备等资源条件以及科研管理者能力素养等方面具备优势; 在信息化水平、技术屏障等方面存在劣势,“互联网+”战略以及国家协同发展战略为科研机构带来发展机遇,协同创新主体差异性及机制体制不健全使其面对挑战。未来可以考虑从科研管理者主观能力素养提升、科研机构机制体制改革、信息化科研管理模式创新、科研项目管理流程优化、科研管理功能拓展等方面探索信息技术的切入点,以及与协同创新思想的融合方式。

Abstract:
Under the background of the national collaborative innovation development strategy, construction subjects in all fields, all levels and all regions are actively exploring the management mode adapting to the new development pattern. As the main force of national science and technology development, how to innovate the scientific research management mode and build a new path to adapt to the national development strategy as soon as possible is the time proposition in front of them. By analyzing the positive influence of modern information technology on the innovation and development of scientific research institutions, this paper tries to find a breakthrough and promote the collaborative innovation and development of scientific research institutions through the intervention of scientific research management information means.This paper elaborates and interprets the connotation of the thought of collaborative innovation from the aspects of the composing subject, covering resources and implementation forms of collaborative innovation. Scientific research institutions have advantages in talent, knowledge, technology, equipment and other resources and scientific research managers′ ability and accomplishment. The "Internet plus" strategy and the national coordinated development strategy have brought development opportunities to scientific research institutions, while the differences in collaborative innovation subjects and the unsound mechanism and system have made them face challenges. In the future, it can be considered to explore the entry point of information technology from such aspects as the improvement of the subjective ability and accomplishment of scientific research managers, the reform of scientific research institutions′ mechanism and system, the innovation of information-based scientific research management mode, the optimization of scientific research project management process, and the expansion of scientific research management function, as well as the integration mode with collaborative innovation ideas. We should strengthen the management of scientific research and promote the innovation and development of scientific research institutions in the new era.
