| 农业产业集群具有抱团发展的优势，推进山西杂粮产业集群式发展是促进贫困地区经济发展、农民依靠产业脱贫的有效途径。文章基于产业集群视角对振兴山西杂粮产业进行分析、总结，系统探讨山西杂粮产业集群式发展的现实意义、基础条件、发展机遇、存在的短板，最后提出推进山西杂粮产业集群式发展的战略路径。山西杂粮的优品质、多品种、多功能为山西构建杂粮产业集群提供了基础条件和未来发展方向，具有很好的政策机遇，但也存在有产品优势而无产业优势、机械化程度低、技术水平滞后和产品开发滞后等诸多问题。为推进山西农业高质量发展，做强地区特色优势产业，山西杂粮战略重点须转向杂粮主食厨房和保健功能产品研发，集政府、企业、社会的资金力量，构建山西杂粮产业集群，重点打造龙头企业，引领和带动山西杂粮产业的全面振兴。 |

| Agricultural industry cluster has the advantage of development by clannishness. It is an effective way to promote the cluster development of coarse grain industry for enhancing the regional economic development and getting rid of poverty of poor farmers in poor areas. Based on the perspective of industrial cluster, this paper analyzed and summarized the revitalization of coarse grain industry in Shanxi, and systematically discussed the practical significance, basic conditions, developing opportunities and existing weaknesses of the cluster development of coarse grain industry in Shanxi. Finally, the strategic path to promote the cluster development of coarse grain industry in Shanxi was put forward. The characteristics such as excellent quality, multispiecies and multi-function of coarse grains provide basic conditions and future development direction for building the cluster of coarse grains industry in Shanxi, which had a very good policy opportunity. However at the same time, there were still many shortcomings in the cluster development of coarse grain industry in Shanxi, e.g. there was the advantage of products but no industrial advantage, and low mechanization degree, backward technology level and backward product development. In order to promote the high-quality development of Shanxi agriculture and strengthen the regional characteristic and advantageous industries, the priority of Shanxi's coarse grain strategy must be shifted to the R&D of coarse grain staple food kitchen and health care functional products, and it is very important to gather the capital power of the government, enterprises and the society to build Shanxi's coarse grain industry cluster and focus on building leading enterprises, so as to lead and drive the comprehensive revitalization of Shanxi's coarse grain industry more quickly. |
