科研单位非正式工作人员的用工形式研究——以中国热带农业科学院环境与植物保护研究所为例

摘要:
随着科研单位的不断发展,日常的业务工作更加细化、严格,工作量也越来越多,对工作人员的需求也逐渐增大。由于事业单位人员编制受限,所以只能通过增加部分非正式工作人员作为补充。但是非正式工作人员的用工形式是否符合法律法规的要求,是否能有效保护单位、规避劳动风险,如何保障非正式工作人员的各项劳动权益,是文章拟探讨的问题。该文以中国热带农业科学院环境与植物保护研究所为例,针对用工现状提出用工形式转型的建议。

Abstract:
With the continuous development of scientific research units, the daily business work is more detailed and strict, the workload is more and more, and the demand for staff is also increasing. Due to the limited staffing of public institutions, it can only be supplemented by the addition of some informal staff. However, whether the employment form of informal staff conforms to the requirements of laws and regulations, whether it can effectively protect the unit and avoid labor risks, and how to protect the labor rights and interests of informal staff are the issues to be discussed in this paper.Taking the Institute of Environmental and Plant Protection of Chinese Academy of Tropical Agricultural Sciences as an example,this paper puts forward some suggestions on the transformation of employment forms.
