| 随着全球经济一体化和知识经济全球化的进一步发展，以及我们国家对财政科技科研投入的持续增长，农业科研单位在社会发展中的重要性日益突出。部分农业科研单位的管理制度滞后于经济的发展，已经不能适应新常态下的业务发展，尤其是单位内部控制管理方面的缺失，也影响到农业科研单位的资金使用效益和效果，不利于总体目标的实现。如何提高内部控制水平，提高整体的综合管理能力，有效实现科技创新的目标，是迫在眉睫的事情。 |

| With the further development of global economic integration and knowledge economy globalization, as well as the continuous growth of our country′s financial investment in scientific research, agricultural scientific research units have become increasingly important in social development. The management system of some agricultural scientific research institutions lags behind the economic development and cannot adapt to the business development under the new normal. In particular, the lack of internal control and management of agricultural scientific research institutions also affects the fund use efficiency and effect of agricultural scientific research institutions, which is not conducive to the realization of the overall objective. How to improve the level of internal control, improve the overall comprehensive management ability, effectively achieve the goal of scientific and technological innovation, is an urgent matter. |
