信息化环境下科研管理协同创新对策探究——以科研机构为例

摘要:
【目的】在国家制定协同创新发展战略背景下,各领域、各阶层、各地区建设主体都在积极探索适应新发展格局的管理模式。科研机构作为国家科技发展的主力军,如何创新科研管理模式,尽快构建适应国家发展战略的新路径是摆在其面前的时代命题。文章通过分析现代化信息技术对科研机构创新发展的积极影响,力争寻找突破口,通过科研管理信息化手段的介入促进科研机构协同创新发展。【方法】文章从协同创新的构成主体、涵盖资源、实施形式等方面阐述并解读了协同创新思想的内涵。运用SWOT分析方法综合衡量科研机构借助互联网技术开展协同创新所具备的自身优势、劣势以及外部环境所带来的机遇和挑战。【结果】科研机构在人才、知识、技术、仪器设备等资源条件以及科研管理者能力素养等方面具备优势;在信息化水平、技术屏障等方面存在劣势,“互联网+”战略以及国家协同发展战略为科研机构带来发展机遇,协同创新主体差异性及机制体制不健全又使其面对挑战。【结论】未来可以考虑从科研管理者主观能力素养提升、科研机构机制体制改革、信息化科研管理模式创新、科研项目管理流程优化、科研管理功能拓展等方面探索信息技术的切入点,以及与协同创新思想的融合方式。以此强化科研管理工作,促进科研机构在新时代背景下的创新发展。

Abstract:
[OBJECTIVE]Under the background of formulating the strategy of coordinated innovation and development by the state, the construction subjects in all fields, strata and regions are actively exploring the management mode adapting to the new development pattern.As the main force of national science and technology development, how to innovate the management mode of scientific research and build a new path to adapt to the national development strategy as soon as possible is an epochal proposition placed in front of scientific research institutions.By analyzing the positive influence of modern information technology on the innovation and development of scientific research institutions, this paper strives to find a breakthrough and promote the collaborative innovation and development of scientific research institutions through the intervention of information technology in scientific research management. [Method] This paper expounds and interprets the connotation of collaborative innovation from the aspects of its main body, resources and forms of implementation. The SWOT analysis method is used to comprehensively measure the advantages, disadvantages and opportunities and challenges brought by the external environment of scientific research institutions to carry out collaborative innovation by means of information-based scientific research management. [results] scientific research institutions have advantages in terms of talent, knowledge, technology, equipment and other resources, as well as the ability and quality of scientific research managers. In terms of information technology and technology barriers, the "Internet plus" strategy and national collaborative development strategy bring opportunities for scientific research institutions and collaborative innovation. Subject differences and imperfect mechanism make it face challenges.[Conclusion] In the future, we can consider exploring the breakthrough point of information technology from the aspects of improving the subjective competence of scientific research managers, institutional reform of scientific research institutions, innovation of information-based scientific research management mode, optimization of scientific research project management process, expansion of scientific research management functions, and the way of integration with collaborative innovation ideas. In order to strengthen the management of scientific research and promote the innovation and development of scientific research institutions in the new era.
