| 科研单位是保密工作落实的重要责任主体，存在以下问题：对保密工作的认识不到位、工作对象不明确、信息安全技术人才缺乏、无秘可保认识普遍等。产生问题的外部原因是定密混乱、管理“一刀切”、保密检查结果运用不当；内部原因是内生动力不足。建议采取提高保密对象的普遍性认知、引入补贴机制激发保密工作积极性等外部举措和科研单位保密工作主动转型、提高保密工作针对性两项内部举措，改进科研单位保密工作的现状。 |

| Scientific research institutes are the main bodies responsible for the implementation of confidentiality work. There are the following problems: lack of awareness of confidentiality work, unclear working objects, lack of information security technical personnel, and general awareness of confidentiality. The external causes of the problems are confusion of confidentiality, one-size-fits-all management, improper use of confidentiality inspection results, and the internal causes are insufficient endogenous power. It is suggested that external measures such as increasing the general awareness of confidentiality objects, introducing subsidy mechanism to stimulate the initiative of confidentiality work, and two internal measures such as initiative transformation of confidentiality work in scientific research institutions and improving the pertinence of confidentiality work should be taken to improve the current situation of confidentiality work in scientific research institutions. |
