%0 Journal Article %T 城镇化发展对粮食生产技术效率的影响研究*——基于我国13个粮食主产区的面板数据 %T STUDY ON THE INFLUENCE OF URBANIZATION DEVELOPMENT ON THE TECHNICAL EFFICIENCY OF GRAIN PRODUCTION*——BASED ON THE PANEL DATA OF 13 MAJOR GRAINPRODUCING AREAS IN CHINA %A 何悦 %A 漆雁斌 %A He Yue %A Qi Yanbin %J 中国农业资源与区划 %J Chinese Journal of Agricultural Resources and Regional Planning %@ 1005-9121 %V 40 %N 3 %D 2019 %P 101-110 %K 粮食生产技术效率城镇化粮食主产区DEATobit %K grain production; technical efficiency; urbanization; major grainproducing areas; DEATobit %X [目的]以我国13个粮食主产区为研究对象,分析城镇化发展对粮食生产技术效率的影响,为促进城镇化与粮食生产的协调发展提出对策建议。[方法]基于2003—2014年粮食主产区面板数据,利用DEA模型测度粮食生产技术效率,通过面板Tobit模型分析城镇化发展对粮食生产技术效率的影响。[结果]我国各主产区粮食生产技术效率存在差异性,“完全有效型”的省份只有吉林、内蒙古和黑龙江,其他省份在纯技术效率或规模效率并未达到最优状态; 人口城镇化发展对粮食生产技术效率呈现“倒U型”的影响关系; 土地城镇化发展对粮食生产技术效率有反向影响; 经济城镇化有利于促进技术效率的提升,而城镇居民收入水平的提高,种植结构的变化,对粮食生产又有负向影响; 城镇化进程中工业废水的排放不利于技术效率的提高。[结论]粮食安全是我国的重要议题,而城镇化进程中农村劳动力外流、耕地面积锐减、资源环境压力可能对粮食生产和粮食安全产生重要影响,针对性制定相应政策促进城镇化和粮食生产协调发展。 %X Taking 13 major grainproducing areas in China as the research objects, this study analyzes the influence of urbanization development on the technical efficiency of grain production, and puts forward countermeasures and suggestions for promoting the coordinated development of urbanization and grain production. Based on the panel data of major grainproducing areas from 2003 to 2014, the DEA model was used to measure the technical efficiency of grain production, and the panel Tobit model was used to analyze the influence of urbanization development on the technical efficiency of grain production. The research shows that there are differences in the technical efficiency of grain production in the major production areas in China. Only Jilin province, Inner Mongolia province and Heilongjiang province are "fully effective" provinces, while the pure technical efficiency or scale efficiency of other provinces does not reach the optimal state. The development of population urbanization has an "inverted ushaped" influence on the technical efficiency of grain production. The development of land urbanization has a negative effect on the technical efficiency of grain production. Economic urbanization is conducive to promoting the improvement of technical efficiency, while the increase of urban residents′ income level and the change of planting structure have a negative impact on grain production. The discharge of industrial wastewater in the process of urbanization is not conducive to the improvement of technical efficiency. Food security is an important issue in China, and the outflow of rural labor force, sharp decrease of arable land area and pressure of resources and environment in the process of urbanization may have an important impact on grain production and food security.
