| ［目的］农业政策的制定和实施有利于农村经济的增长和产业结构优化，探讨农业政策与农民收入增长之间的关系，对于完善农业政策，促进农业持续发展具有重要的现实意义。［方法］文章以农业大省江西省为例，在分析农业收入和农村政策的基础上，建立索洛增长方程分析农村政策对农民收入的贡献率，通过耦合系数进一步分析两者的耦合关系。［结果］1995—2017年江西省农业和农业经济取得了良好的发展，农民人均收入一直呈增长趋势，其中1997—2000年政策的贡献率为负，因为在此时期江西省农业因灾害影响，其他时间段的政策贡献率均为正，以2012—2014年政策的贡献率最高，为773%，这与农民收入的增长波动一致； 此外耦合系数表明1995—1996年、2004—2011年、2012—2014年和2015—2017年4个时间段内政策的变动较高地带动了农民收入的增长，综合来看，农民收入增长与国家采用一系列农业改革措施密切相关。［结论］今后新农业政策的推行应与农民收入增长之间相互融合，相互促进，最终实现农民增收减负，农业发展，农村与城市协调发展。 |

| RESEARCH ON THE COUPLING OF FARMERS′ INCOME INCREASE AND RURAL POLICY SUPPORT IN JIANGXI PROVINCE |

| The formulation and implementation of agricultural policies are conducive to the growth of the rural economy and the optimization of the industrial structure. The relationship between agricultural policies and the growth of farmers′ income is of great practical significance for improving agricultural policies and promoting the sustainable development of agriculture.Taking the province of Jiangxi, a major agricultural province, as an example, based on the analysis of agricultural income and rural policies, the solow growth equation was established to analyze the contribution rate of rural policies to farmers′ income, and the coupling relationship was further analyzed through the coupling coefficient. The agriculture and agricultural economy in Jiangxi province had achieved good development from 1995 to 2017, and the average per capita income of farmers had been increasing. Among them, the contribution rate of the policy from 1997 to 2000 was negative, because during this period, the agriculture in Jiangxi province was affected by disasters. The policy contribution rate for other time periods was positive, with the highest contribution rate from 2012 to 2014, which was 77.3%, which was in line with the increase in farmers′ income. In addition, the coupling coefficient indicated that the changes in policies during the four periods of 1995-1996, 2004-2011, 2012-2014 and 2015-2017 had led to the growth of farmers′ income.Overall, the increase in farmers′ income was closely related to the adoption of a series of agricultural reform measures by the country.In the future, the implementation of the new agricultural policy should integrate with the growth of farmers′ income, promote each other, and ultimately increase farmers′ income and burden reduction, agricultural development, and coordinated development of rural and urban areas. |
