要素禀赋与农业转型升级研究*——基于典型相关分析

摘要:
[目的]突破要素制约,转变农业生产方式、促进农业转型升级是我国的重大战略部署,是促进农业可持续发展的重大举措,研究要素禀赋与农业转型升级的关系具有重大意义。这有助于从本质层面来推动农业转型升级,使得农业发展具有高质量、高效率以及高效益,加快乡村振兴的步伐。[方法]从投入产出的视角,基于典型相关分析的方法,用2001—2016年的全国数据,研究要素禀赋变量组与农业转型升级变量组的相关性。[结果]要素禀赋升级能够促进农业转型升级; 要素禀赋中的劳动力、中间投入、科技投入、环境及土地都在促进农业转型升级中占重要地位,而固定资产投资的作用相对较小。目前,农业的规模效益凸显,资源利用率仍有上升空间,农业发展处于劳动密集型向资本密集型过渡阶段。[结论]农业转型升级依靠要素禀赋升级,要推动自然要素向高级要素发展,培育劳动力的内生优势,提高科技转化率; 推动农业适度规模经营,采用绿色生产方式; 进一步发挥资本的粘合剂效应,提高农业资本投资效率。

RESEARCH ON FACTORS ENDOWMENT AND AGRICULTURAL TRANSFORMATION AND UPGRADING BASED ON CANONICAL CORRELATION ANALYSIS

Abstract:
As major strategic arrangements and a major measure to promote and accelerate the sustainable development of agriculture, what should be done is not only to break the constraints of agricultural production factors, but also transform agricultural production methods, as well as promote the transformation and upgrade of agriculture. Therefore it is of great significance and value to study the relationship between factor endowments as well as agricultural transformation and upgrading. This will promote the transformation and upgrading of agriculture in intrinsic level, so that agricultural development will make great progress accompany with high quality agricultural products, high efficiency and high earning in order to accelerate the pace of rural revitalization. From the perspective of input output, the correlation between the factor endowment and the agricultural transformation as well as upgrading were studied by the method of canonical correlation analysis, with the national data from 2001 to 2016. The analysis showed that there were two typical correlation coefficients that were significant. The variables of the factor endowment variable group were highly correlated with the variables of the agricultural transformation and upgrading variable group, and had very strong mutual explanatory power. The results showed that upgrading of factor endowment could contribute to the transformation and upgrading of agriculture. What play important role in promoting agricultural transformation and upgrading were not only the inputs of intermediate consumption and technologies, but also the labor, land and policies, while the role of fixed asset investment was less efficient. At present, the scale of agricultural production returns is increasing. Moreover, the resource allocation structure was irrational and there was room for improvement in the utilization of resources. What′s more, agricultural development was in the transition from labor intensive to capital intensive. Based on the above analysis, the transformation and upgrading of agriculture depend on the upgrading of factor endowments. We should promote the development of natural factors as high level factors. On the one hand, we can cultivate the endogenous advantages of the labor force and thus increase the conversion rate of science and technology. On the other hand, we must speed up the appropriate scale of agricultural operations and change the mode of production to a green one. In addition, we should further concentrate on the binder effect and increase the efficiency of agricultural capital investment.
