生态清洁型小流域农业依存状况分析研究*——以南水北调中线河南水源区贾营小流域为例

摘要:
[目的]探究生态清洁型小流域内农民对农业依赖程度,直观反映农业在农村经济发展中的地位,从而可通过区域产业结构调整等手段,加快促进乡村振兴。[方法]以南水北调中线水源区贾营生态清洁型小流域为研究对象,运用基于熵权法的农业依存度模型,从农户微观视角计算了2014年、2017年小流域各区域农业依存度,对小流域内农业依存度差异性及其指标变化进行了分析。[结果](1)贾营生态清洁型小流域农业依存度近年来呈现缓慢下降趋势,小流域农业依存度由2014年的2933%下降至2017年的2879%; (2)小流域上、下游农业依存度区位差异明显,越靠近下游交通便利、生产生活条件优越的村庄,其农业依存度越大。[结论]鼓励引导农村劳动力产业转移,通过近自然生态工法结合坡面整治措施进行坡耕地治理,加快农村土地流转,推进土地集约化、规模化经营,提高农村土地使用权流转效能,对于缓解农村人地矛盾,解决当前农村土地利用不充分并促进农民增收影响深远。

Abstract:
Exploring the degree of farmers′ dependence on agriculture in ecologic and clean type small watershed, It can directly reflect the status of agriculture in rural economic development. So the rural revitalization can be accelerated by means of regional industrial structure adjustment. Taking the ecologic and clean type small watershed of Jiaying in the water source area of the middle route of the South to North Water Diversion Project as the research object, this paper calculated the agricultural dependence degree of each region in the small watershed in 2014 and 2017 from the micro perspective of farmers, and analyzed the difference of agricultural dependence degree and its index changes in the small watershed by using the model of agricultural dependency based on entropy weight method. The results showed that:(1) The agricultural dependency of the ecologic and clean type small watershed in Jiaying had declined slowly in recent years, from 29.33 % in 2014 to 28.79 % in 2017;(2) There was a significant difference in the agricultural dependence between the upper and lower reaches of the small watershed,the closer the village was to the downstream with convenient transportation and superior production and living conditions,the greater the agricultural dependence. So, we should encourage and guide industrial transfer of rural labor force, carry out sloping farmland management by using the natural eco engineering method combined with the the slope regulation measures to accelerate the transfer of rural land, promote intensive and large scale land management, improve the efficiency of the circulation of rural land use rights. It has a profound impact on alleviating the contradiction between people and land in rural areas, solving the current insufficient utilization of rural land and promoting the increase of farmers′ income.
