基于集成方法的陕西省资源环境承载状态评价及指示作用

摘要:
[目的]陕西省地处西北内陆腹地,其资源环境承载状态和承载潜力是生态中国建设目标的重要组成部分。[方法]集成极差变换、均方差和综合评价法,从资源环境压力和资源环境承载力两个方面筛选了34个基础指标建构评价体系,运用2009—2016年的数据对省域及其省内市区的资源环境承载状态进行评价。[结果](1)资源环境压力,陕西省整体较小,铜川市、渭南市和榆林市属于省域的高压力区,咸阳市、西安市为中等压力区,宝鸡市、延安市、商洛市、汉中市及安康市为低压力区; (2)资源环境承载力,陕西省整体较大,西安市为高值区,咸阳市、安康市、榆林市、渭南市、汉中市、宝鸡市、铜川市为中值区,延安市、商洛市为低值区;(3)西安市、安康市、宝鸡市、汉中市和商洛市的资源环境承载处于富余状态,咸阳市和延安市处于临界平衡状态,榆林市、铜川市、渭南市处于超载状态。[结论](1)环境支撑是陕西省的短板,需要更加注重环境保护和绿色发展;(2)铜川市、渭南市和榆林市等需要更加注重资源节约集约型及环境友好型产业发展,承载潜力最大的西安市受经济及人口压力增长因素影响,应更加注重疏解人口、产业向外转移;(3)尽管安康、宝鸡、汉中、商洛也处于富余的资源环境承载状态,但需要适度发展。

EVALATION AND INDICATION OF THE RESOURCE ENVIRONMENT CARRYING STATE OF SHANNXI PROVINCE BASED ON THE METHOD INTEGRATION

Abstract:
The study integrated the polar transform method, mean square error method and the comprehensive evaluation method, selected 34 indexes from resource and environment pressure, resource environmental carrying capacity to form the evaluation systems, and used the data from 2009 to 2016 to evaluate the resource and environment carrying status of Shaanxi province and its prefecture level cities. The results showed that: (1) The resource and environment pressure: the comprehensive evaluation of Shaanxi province was small, Tongchuan city, Weinan city and Yulin city belonged to the high pressure area, Xianyang city and Xi′an city belonged to the middle pressure area, Baoji city, Yan′an city, Shangluo city, Hanzhong city, and Ankang city belonged to the low pressure area. (2) The resource environmental carrying capacity: the comprehensive evaluation of Shaanxi province was larger, Xi′an city belonged to the high value area, Xianyang city, Ankang city, Yulin city, Weinan city, Hanzhong city Baoji city and Tongchuan city belonged to the middle value area, Yan′an city, and Shangluo city belonged to the low value area. (3) The resources and environment carrying state: Xi′an city, Ankang city Baoji city, Hanzhong city and Shangluo city belonged to the surplus state, Xianyang city and Yan′an city belonged to the critical state, Yulin city, Tongchuan city and Weinan city belonged to the overload state. Conclusions and recommendations are showed as follows. (1) Environmental support is a short board in the economic development of Shaanxi province, and the development needs to pay more attention to environmental protection. (2) The cities that affected by excessive resource consumption and environmental pollution pressure,like Tongchuan city, Weinan city, and Yulin city, its industrial development should focus on resource conservation and intensive utilization and the environment protection, the cities that affected by economic and population pressure growth like should tend to dissociate the population and industrial relocation. (3) The cities belong to surplus state like Ankang city, Baoji city, Hanzhong city and Shangluo city, should attention to speed and avoid the weak factors.
