我国水利绿色发展研究进展

摘要:
[目的]梳理现有研究成果,明晰水利绿色发展概念内涵的发展,总结出我国水利发展相关概念和评价研究的现状与不足,探讨水利绿色发展未来的研究方向,以期丰富水利发展理论体系,为缓解资源、环境在经济快速发展过程中的压力,解决新时期水安全提供路径建议。[方法]文章采用了文献法、归纳法和比较法,从水利绿色发展相关概念、水利发展相关评价两个方向,进行水利绿色发展相关问题的综述与探讨。[结果](1)水利绿色发展概念具有较强的包容性,可涵盖水资源开发利用、水环境保护、水生态修复、水景观与水文化提升和水旱灾害防治等; (2)生态要素相关评价指标在水利发展相关评价体系中越来越重要; (3)水利发展相关评价中区域内部差异性分析有待加强。[结论]水利绿色发展的研究重点方向:(1)构建水利绿色发展理论体系; (2)兼顾指标的系统性、动态性和维度性,构建水利绿色发展综合评价指标体系和评价标准;(3)重视水利绿色发展理论应用与农业、旅游业、文化行业等相关领域的融合。

AN OVERVIEW OF WATER CONSERVANCY GREEN DEVELOPMENT IN CHINA

Abstract:
By sorting out the existing research results and clarifying the connotation development of the water conservancy green development, this paper summarizes the current situation and shortcomings of the related concepts and evaluation studies of water conservancy development in China, and explores the future research directions of water conservancy green development. This is to enrich the theoretical system of water conservancy green development, alleviate the pressure of resources and environment in the process of rapid economic development, and provide path suggestions for solving water security in the new era. By using the methods of literature, induction and comparison, this paper summarized and discussed the related problems of water conservancy green development from the related concepts and related evaluation of water conservancy development. The results were listed as follows. (1)The concept of water conservancy green development had strong inclusiveness, which covered water resources development and utilization, water environment protection, water ecological restoration, water landscape and water culture upgrading, prevention and control of flood and drought disasters, etc. (2) The evaluation index of ecological factors was becoming more and more important in the evaluation system of water resources development; (3) Lack of dynamic analysis in the evaluation of water resources development. Possible research directions in the future are proposed as follows. (1) Construct the theoretical system of water conservancy green development; (2) Take into account the systematicness, dynamics and dimensionality of indicators, to construct a comprehensive evaluation index system and evaluation criteria for water resources green development; (3) Attention should be paid to the integration of the application of water conservancy green development theory with the related fields, such as agriculture, tourism, cultural industries etc.
