| ［目的］旨在研究青海省城市化过程中，城镇发展与差别化土地政策的关系。［方法］采用Logistic模型预测了青海省城镇化水平； 运用系统相对状态发展模型对城镇建设用地增量变化率与城市化速率进行耦合分析，分析重点区域及典型城镇其城镇发展与差别化土地政策的协调度。［结果］（1）青海省东部地区和柴达木盆地地区发展最好，城镇化水平最高； （2）青海省东部地区和柴达木盆地地区的差别化土地政策都取得了良好的成效，但东西部城市化水平仍存在较大差异。需尽快完善未利用地开发激励机制，因时制宜、因地制宜地制定差别化的土地管理政策，引导土地资源合理利用。［结论］差别化土地政策是城镇协调发展的关键，青海省应在分析政策原因的基础上，进一步完善土地政策。 |

| The purpose of this paper is to study the relationship between land differentiation policies in urbanization process and the process of urban development in Qinghai province. The logistic model was used to predict the urbanization level of Qinghai province. The relationship between urban construction land incremental change rate and urbanization rate was analyzed, and the coordination degree between land differentiation policies and urban development in key areas was divided. The results were showed as follows. The eastern part of Qinghai province and the Qaidam Basin had the best development level and the highest urbanization level in Qinghai province. Differentiated land policies in the eastern region and the Qaidam Basin of Qinghai province had achieved good results, but there were still large differences in the urbanization level between eastern and western regions. It was necessary to improve the incentive mechanism for the development of unused land as soon as possible. And it should guide the development of differentiated management policies according to local conditions and local conditions, and guide the rational use of land resources. Differentiated land policy is the key to coordinated urban development. It should further improve land policy on the basis of analyzing policy reasons in Qinghai province. |
