多要素融合的农产品质量安全精准监管系统构建与应用

摘要:
[目的]利用农业资源生产数量稳定、质量可靠的农产品事关国家安全和社会发展。加强农产品质量安全监管是保障农产品质量安全的重要措施之一。但是,农产品跨区域流动的特征及涉及农产品质量安全资源要素的复杂性增加了监管难度,因此,通过构建多要素融合的农产品质量安全精准监管系统以期提高监管效率和增强监管的精准性。[方法]文章以农产品质量安全监管工作现场地理位置为核心,整合监管过程中采集到的文本资源、音频资源、图像资源等要素特征,构建农产品质量安全监管证据链,形成多要素融合的精准执法监管模式; 并以智能手机作为载体,设计了基于精准监管模式的移动应用总体架构,构建了系统的运行流程,实现了监管记录、巡查轨迹、统计分析、监管依据、人员信息等核心功能。[结果]系统应用于天津市的农产品质量安全执法监督中,应用结果相较传统的监管方式来看,农产品质量安全监管系统的信息采集效率高、资源利用率大、证据匹配性强、结果验证时效性好。[结论]围绕农产品质量安全所涉及的资源要素,结合农产品跨区域流动的特征,采集和构建农产品质量安全监管证据链条,形成多要素融合的精准监管模式,并设计开发相应的监管系统,不仅有效提高农产品质量安全监管效率,还使监管过程透明度增加,增强监管的精准性。

CONSTRUCTION AND APPLICATION OF MULTI FACTOR FUSION AGRICULTURAL PRODUCT QUALITY SAFETY AND PRECISION SUPERVISION SYSTEM

Abstract:
The use of agricultural resources to produce products with stable quantity and reliable quality is a matter of national security and social development. Strengthening the supervision is one of the important measures to ensure the quality and safety of agricultural products. However, the difficulty of supervision is increased due to the characteristics of cross regional flow and the complexity of the elements about the quality and safety resources of agricultural products. Therefore, the purpose of improving the efficiency and enhancing the accuracy of supervision is achieved by constructing a precise supervision system of agricultural product quality and safety based on multi factor fusion. Taking the geographical location of supervision work of agricultural product quality and safety as the core, this study integrated the characteristics of text resources, audio resources and image resources collected during the supervision process to construct the evidence chain of the supervision of agricultural product quality and safety,and to form a precise law enforcement supervision mode. With the smart phone as the carrier, the overall architecture of the mobile application based on the precise supervision mode was designed, the operation process of the system was constructed, and the core functions, such as supervision record, inspection track, statistical analysis, supervision basis and personnel information collection, were realized. The system was applied to the law enforcement supervision of agricultural product quality and safety in Tianjin. From the application results, compared with the traditional supervision methods, the agricultural product quality and safety supervision system had higher efficiency of information collection, greater resource utilization, stronger evidence matching, and better results verification timeliness. Focusing on the resource elements involved in the quality and safety of agricultural products, this study combines with the characteristics of cross regional flow of agricultural products, collects and constructs evidence chain of the supervision of agricultural product quality and safety, and forms a precise supervision mode based on multi factor integration. A corresponding supervision system is designed and developed, which not only improves the quality of agricultural products effectively, but also increases the transparency of the regulatory process and enhanced the accuracy of supervision.
