| 在稳定家庭承包经营制度的基础上,允许土地使用权合理流转,是农业发展的客观要求。当前农村出现的土地使用权流转,多数反映了生产要素的合理流动和优化配置,使承包地向种植能手和现代农业经营者集中,是实现土地资源优化配置的有效途径,是对家庭承包制的完善和发展,符合广大农民的长远利益和根本利益。该文以四川省富顺县为例,对土地流转存在的问题进行了分析,并提出了促进土地生产要素合理流动的建议和对策。 |

| On the basis of stabilizing the family household responsibility management system,to allow the reasonable moving of land access is an objective requirement for agriculture development.At present,land access moving occurred in rural areas reflects the rational moving and optimizing collocation of essential production elements.It makes the contracted lands move to the planting master-hands and managers for modern agriculture.This is an effective way to realize optimizing collocation of land resources,and is perfecting and developing the household contracting system.It accords with the long-range and fundamental interest of the farmer mass.This paper takes Fushun County of Sichuan Province as an example,analyzes the existing problems in land moving,and puts forward suggestions and counter measures for promoting the rational moving of essential production elements. |
