| 该文针对当前政府关注的耕地流转问题，分析了广西”转承包（租）经营模式”等6种耕地利用 现状的利与弊。目前耕地流转问题主要体现在经营者”责任”模糊、利益分配不公和风险难控上，据此， 作者提出了允许耕地闲置者”耕地经营权有偿买卖”，对闲置耕地征收资源浪费税等措施，以提高耕地利 用流转的速度、质量和效益。 |

| Abstract: |
| Aiming at the arable land transfer problems concerned by the government， this paper analyzed the ad- vantages and disadvantages of 6 arable land utilization situations. The results showed that the problems of arable land transfer mainly included the ambiguous responsibility in operators， uneven profit distribution and risk control- ling. Finally， it put forward some countermeasures such as allowing the owners of unused arable land to buy or sell the management right of arable land， and increasing tax on wasting land resources， so as to improve the speed， quality and benefit of the transfer of arable land. |
