| ［目的］现有研究对宅基地退出补偿进行了大量探讨，但缺乏对易地扶贫搬迁背景下宅基地退出补偿标准的系统性研究。构建合理的宅基地退出补偿标准，是实现搬迁农户宅基地有序退出、助推脱贫攻坚的关键。［方法］在回顾相关文献的基础上，文章进行归纳和比较，从易地扶贫搬迁背景、搬迁农户的安置模式、补偿模式等方面剖析搬迁农户宅基地退出补偿特性，构建了搬迁农户宅基地退出补偿概念模型，提出了基于效率和公平视角的搬迁农户宅基地退出补偿标准研究框架。［结果］易地扶贫搬迁与农户宅基地退出之间存在着相互作用的利益协调关系，城乡建设用地增减挂钩在两者之间扮演着政策驱动角色； 易地扶贫搬迁具有福利性质，搬迁农户宅基地退出补偿主要包括宅基地使用权价值和宅基地发展权价值。［结论］在厘清宅基地退出补偿概念模型的基础上，提出了搬迁农户期望受偿价格测算思路和方法，认为构建兼顾效率与公平的宅基地退出补偿标准对推动易地扶贫搬迁工作具有重要现实意义。 |

| This paper holds that the existing research has made a lot of research on the compensation of homestead withdrawal, but it lacks systematic research on the compensation standard of homestead withdrawal under the background of poverty alleviation and relocation in different areas. Constructing a reasonable compensation standard for homestead withdrawal is the key to realize the orderly withdrawal of homestead and help to overcome poverty. On the basis of reviewing the related literature, this paper analyzed the compensation characteristics and elements of homestead withdrawal from such aspects as the background of poverty alleviation and relocation, the resettlement mode and the compensation mode, and constructed the conceptual model of compensation, and then constructed the research framework of the compensation standard of farmers′ homestead withdrawal based on efficiency and fairness in the process of poverty alleviation and relocation. The results showed that, there was an interactive benefit coordination relation between the poverty alleviation and relocation and the withdrawal of homestead. The increase or decrease of urban and rural construction land played a policy driven role between homestead withdrawal and relocation of poverty alleviation. The change of land for poverty alleviation and relocation has the nature of welfare, which was essentially different from the traditional mode of homestead withdrawal, the contents of compensation for homestead withdrawal included the value of the right to use the homestead and the value of the right to development of the homestead. Finally, on the basis of clarifying the conceptual model of compensation for homestead withdrawal, this paper puts forward the idea and method of calculating the expected compensation price for relocated farmers. It is believed that the construction of a compensation standard for homestead exits that takes into account both efficiency and fairness is of great practical significance to the promotion of relocation and poverty alleviation. |
