吉林省限制开发区域绿色发展水平的时空演变特征与影响因素

摘要:
[目的]为了适应限制开发区域保护性开发的发展要求,拓展欠发达地区可持续发展研究的内涵。[方法]文章综合构建了区域绿色发展水平评价指标体系以及评价模型,并运用综合指数法、层次分析法以及熵权法等对吉林省限制开发区域绿色发展水平时空分异特征及影响因素进行研究。[结果](1)研究期内吉林省限制开发区域绿色发展水平整体呈上升态势,但增长幅度较为缓慢; (2)研究期内吉林省限制开发区域绿色发展水平地区差异从“大差距低水平”特征逐渐向“小差距高水平”特征转变。(3)吉林省限制开发区域绿色发展水平分布总体上呈现出中部低、东西两翼较高的“凹”字型空间格局特征。(4)工业废水中COD去除率、工业固体废物综合利用率、人均GDP、城镇化率是阻碍吉林省限制开发区域绿色发展水平提升的主要影响因素。[结论]吉林省限制开发区域绿色发展水平依然处于规模化、粗放式发展阶段,今后仍需把加快转变经济增长方式,加强维护社会系统稳定,减少废弃物排放,消除环境污染作为该区域实现绿色转型、绿色崛起的首要任务。

SPATIAL TEMPORAL EVOLUTION CHARACTERISTICS AND INFLUENCING FACTORS OF GREEN DEVELOPMENT IN RESTRICTED DEVELOPMENT ZONE OF JILIN PROVINCE

Abstract:
The purpose of this paper is to explore possible transitions of Restricted Development Zone to meet the requirement for conservation development. It also aims at expanding the connotation of sustainable development in underdeveloped areas. This paper built an evaluation index and model for comprehensively assessing regional green development level. It also studied the spatial temporal pattern and the influencing factors of green development in Restricted Development Zone of Jilin province, using a combination of analytical strategy including comprehensive analysis, analytic hierarchy process and entropy weight method. The results were indicated as follows. Firstly, the level of green development in Restricted Development Zone of Jilin province showed an upward trend, while the growth rate was relatively low. Secondly, the regional differences of green development in Restricted Development Zone of Jilin province had tow obvious changes. On the one hand, the gap between different regions had been narrowing. On the other hand, the green development level of Jilin province′s Restricted Development Zone grew in genral from lower level to higher level. Thirdly, the spatial differentiation of the green development level in Restricted Development Zone showed low in the middle area and high in the east and west parts. Finally, the rate of COD removed in industrial wastewater, the comprehensive utilization rate of industrial solid waste, the per capita GDP and the urbanization rate were the main influencing factors that hindered the improvement of green development in Restricted Development Zone of Jilin province. To summarize, Restricted Development Zone of Jilin Province is still featured by extensive and large scale development pattern. Necessary strategies are needed for speeding up local transformation of local economic growth mode, strengthening the maintenance of social system stability, reducing waste emissions and eliminating environmental pollution, so as to achieve green transformation of the Restricted Development Zone of Jilin province .
