| 目的 从经济发展阶段的视角出发，系统梳理新中国成立以来农业发展质量内涵的变化，并根据新时期的新发展理念，对中国农业发展质量水平进行测度与评价。方法 文章根据新发展理念，构建农业发展质量指标体系，利用省级面板数据与“纵横向”拉开档次法，分析中国农业发展质量的时空变化情况。结果 改革开放前，农业发展质量的重点是解决农产品短缺问题。改革开放后，随着市场经济逐步建立和经济开放度提升，农业发展质量的重点在于“好不好”。进入新时期，农业发展质量的重点是全方面与多维度的。据此，从创新、协调、开放、绿色和共享5个维度构建指标体系并进行测度。测度结果显示，2012—2018年中国农业发展质量指数呈逐渐上升趋势，年均增长率是6.300%。其中，协调发展指数对农业发展质量指数的贡献度最大，绿色发展指数次之，共享发展指数再次之。分区域看，农业发展质量水平呈现“东高西低”的态势，且这种差距具有收敛趋势。结论 促进中国农业高质量发展，要加强农业技术创新，重视农业的提质增效与区域间统筹发展。 |

| From the perspective of economic development stage, this study summarizes the evolution of connotation of agricultural development quality since the founding of new China, and measures and evaluates the high-quality development level of China's agriculture according to the new development concept since entering the new period. Based on the new development concept since the beginning of the new period, this study built an index system for agricultural development quality, and used provincial panel data and the vertical and horizontal scatter degree method to analyze the temporal and spatial changes of China's agricultural development quality. The study found that before the reform and opening up, the focus of agricultural development quality was to solve the problem of agricultural product shortage. After the reform and opening up, with the gradual establishment of market economy and the improvement of economic openness, the focus of the quality of agricultural development lied in "good or bad". In the new era, the focus of agricultural development quality was all-round and multi-dimensional. Accordingly, an index evaluation system was constructed and measured from the five dimensions of innovation, coordination, openness, greenness and sharing. The results showed that, China's agricultural development quality index showed a gradual upward trend from 2012 to 2018, with an average annual growth rate of 6.300%. Among them, coordinated development index had the largest contribution to it, followed by green development index, and shared development index. From a regional perspective, the quality level of agricultural development showed a trend of "high in the east and low in the west", and this gap had a certain degree of convergence trend. Therefore, to improve the quality of China's agricultural development, we should strengthen agricultural technological innovation, attach great importance to the improvement of agricultural quality and efficiency, and pay attention to coordinated development between regions. |
