目的 加快农业发展全面绿色转型,促进资源利用高效集约、产业模式低碳循环、乡村环境生态宜居,是推进乡村全面振兴、加快建设农业强国的重要任务。推进构建全领域、多层次、广覆盖的农业绿色发展标准体系是题旨所涵,农业绿色发展标准化工作是要旨所义。方法 文章在分析农业绿色发展标准体系现状、发展机遇和需求的基础上,研究构建农业绿色发展标准体系总体框架,阐述标准体系的核心内容及其相互关系。结果 (1)农业绿色发展标准体系是以绿色发展理念为指导,将农业绿色技术与生物、信息、智能装备等技术手段融合协同,形成现代农业全产业链绿色化、模块化、集成化和智能化的一种新型标准体系。(2)总体框架包含6个标准子体系,即农业绿色发展通用标准子体系、农业资源保护利用标准子体系、农业绿色低碳产业链标准子体系、农业产地环境保护与治理标准子体系、农业生态系统养护与修复标准子体系以及农业绿色发展规划、监测与管理标准子体系,旨在引导、促进和规范农业发展全面绿色转型。结论 加强顶层设计,建立健全现代农业全产业链绿色化、模块化、集成化和智能化的农业绿色发展标准体系;强化跨部门、跨层级、跨行业和跨领域的协调联动、政策协同和信息共享;以标准带动和引领农业绿色科技的更新换代、绿色产品的推广应用以及绿色产业的升级发展;开展农业绿色发展标准化示范,强化标准集成应用;推动制定中国主导的农业绿色发展国际标准。 |

Accelerating the comprehensive green transformation of agricultural development is an important task for promoting the comprehensive revitalization of rural areas and the construction of an agricultural powerhouse. The standardization of agricultural green development is included in the theme. Building a comprehensive agricultural green development standard system has become the top priority. On the basis of analyzing the current situation, development opportunities and needs of the agricultural green development standard system, this research studied and constructed an overall framework of the agricultural green development standard system. The overall framework included six standard subsystems, namely the general standard for agricultural green development, the standard for protection and utilization of agricultural resources, the standard for green low-carbon industry chain of agriculture, the standard for environmental protection and governance of agricultural production areas, the standard for agricultural ecosystem maintenance and restoration, and the standard for planning, monitoring and management of agricultural green development. And this research proposes five policy recommendations to promote the construction of the agricultural green development standard system. Firstly, strengthening top-level design, establishing a green, modular, integrated, and an intelligent standard system for agricultural green development; Secondly, improving the organizational construction of agricultural green development standards in order to promote the standard development at all levels; Thirdly, strengthening the interaction between agricultural green development standardization and technological innovation, leading the upgrading and promotion of agricultural green technology, products, and industries by standards; Fourthly, carrying out standardized demonstrations to strengthen the integrated application of standards; Fifthly, promoting cooperation and exchange in international standardization activities for agricultural green development. |
