绿色科技创新打通农村人居环境整治的“最后一公里”——基于技术成果市场化的门槛效应分析

摘要:
目的 探索和完善绿色科技创新在农村人居环境整治领域的有效转化机制,为提升农村人居环境质量、建设宜居宜业美丽乡村提供支撑。方法 文章基于2003—2022年中国省级面板数据,采用广义矩估计(GMM)模型、门槛效应模型和空间杜宾模型,系统分析绿色科技创新对农村人居环境整治水平的影响及其作用路径。结果 (1)绿色科技创新显著促进了农村人居环境整治进程,但在农村生活污水处理方面存在一定的滞后效应。(2)绿色科技创新对农村人居环境整治的影响随着技术成果市场化水平的变化而表现出双重门槛效应。当技术成果市场化水平提升时,绿色科技创新在生活污水处理和生活垃圾治理方面的积极作用增强,而在厕所改革普及度方面的积极作用呈现出先降后升的趋势。(3)相较于发明专利,绿色科技创新的实用新型专利在农村人居环境整治领域的积极作用更突出。(4)在本省内,实用新型专利对农村人居环境整治效果比发明专利更为明显;当考虑空间溢出效应时,实用新型专利对其他省份的影响有所减弱,而发明专利的影响力则相对增强。结论 应加强绿色科技创新成果的研发和传导机制,以提高其转化效率。在此基础上,进一步完善技术成果市场机制,确保绿色科技创新在农村人居环境整治中实现最大效益。同时,重视绿色科技创新成果的溢出效应,建立区域合作机制,整合资源,以促进农村人居环境的持续改善和提升。

Abstract:
The enhancement of rural human settlements in China is a crucial undertaking for achieving sustainable development. The innovation of green technology serves as a pivotal factor in providing effective solutions. This study systematically examined the impact of green technology on rural living environment improvement and underlying mechanisms based on the panel data from 30 provinces in China from 2003 to 2022. The findings were showed as follows. (1) The advancement of green technology significantly facilitated rural living environment improvement. However, there was a lag in the effect on domestic sewage treatment. (2) The impact of green technology innovation on the improvement of rural living environment shows a double threshold effect with the change of the marketization level of technological achievements. As the marketization level improves, positive effects of green technology on domestic sewage treatment and waste management increased; The positive effect on promoting toilet renovation initially decreased before subsequently increasing. (3) Compared with invention patents, utility model patents in green technology innovation played a more prominent role in the improvement of rural human settlements environments. (4) In addition, within the province, utility model patents were more significant than that of invention patents. When considering the spatial spillover effect, the effect of utility model patents for other provinces was significantly weakened and the effect of inventions was relatively strengthened. Therefore, it should strengthen the research and transmission mechanism of green technology innovation achievements to improve their conversion efficiency. On this basis, it should further improve the market mechanism for technological achievements to ensure that green technology innovation achieves maximum benefits in rural living environment improvement. At the same time, it should attach importance to the spillover effects of green technology innovation achievements, establish regional cooperation mechanisms, integrate resources, and promote the continuous improvement and enhancement of rural living environment.
