目的 从农户视角分析农户对耕地轮作政策的认知与农户参与耕地轮作意愿之间的关系,为耕地轮作政策顺利推进提供参考,促进东北黑土区土壤保护和耕地资源永续利用。方法 文章以黑龙江省为例,于2022年7—8月对拜泉县、集贤县和望奎县的耕地轮作情况开展调研,共得到466份有效数据,基于调研数据构建有序Probit模型加以检验,并对结果进行分析。结果 (1)愿意响应耕地轮作政策的农户占52.58%,积极响应程度有待提高。(2)从农户对耕地轮作的政策认知来看,农户对轮作政策的了解程度、对轮作补贴的满意程度、对这项政策收益的未来预期以及对该政策的生态认知,均对农户响应耕地轮作政策产生了显著的积极影响。(3)农户的个体和家庭特征以及耕地经营情况对农户响应耕地轮作政策具有显著的影响。(4)各地热量条件不同导致玉米单产差异较大、但大豆单产差异不明显,因此农民对轮作表现出不同积极性。结论 农户对于耕地轮作政策的认知不高,需要多途径加强轮作政策的宣传、建立合理的轮作补偿机制以及科学规划耕地轮作模式以刺激农户参与耕地轮作。 |

This research aims to analyze the relationship between farmers' understanding of the policy for black soil crop rotation and their willingness to participate in it from the farmers' perspective, so as to provide valuable insights for the effective implementation of the policy and promote soil conservation and sustainable use of farmland resources in the black soil region of Northeast China. Choosing Heilongjiang province as a case study, we surveyed the implementation policy for black soil crop rotation practices in Baiquan county, Jixian county, and Wangkui county, and collected a total of 466 questionnaires in July-August 2022. Based on this survey data, we constructed an ordered Probit model to analyze and interpret the results. The results were showed as follows. (1) The number of farmers willing to respond to the policy for black soil crop rotation was 52.58%, indicating that the level of positive engagement needed improvement. (2) From the perspective of farmers' understanding of the policy for black soil crop rotation, their knowledge of the crop rotation policy, satisfaction with crop rotation subsidies, future expectations for the benefits of the policy, and ecological awareness all significantly influenced their willingness to participate in the policy for black soil crop rotation. And the policy had a notable positive impact in these areas. (3) The individual and family characteristics of farmers, along with their farmland management conditions, significantly influenced their responses to the policy for black soil crop rotation. (4) Varying heat conditions across different regions resulted in significant differences in corn yields, whereas soybean yields remained relatively consistent. Consequently, farmers showed varying levels of enthusiasm for crop rotation. In summary, farmers' awareness of the policy for black soil crop rotation in the study area is relatively low. To address this, it is essential to enhance policy publicity through multiple channels, establish a reasonable compensation mechanism for rotation, and scientifically plan the crop rotation model to encourage farmers' participation. |
